I run into it a lot because my desktop shortcuts usually have that option since I am administering, and when I try to test as a normal user I get the Go into Computer Management, Local Users and Groups, Groups and go into the Remote Desktop Users group. I must have some wierd security things going on with this server. Remote Desktop User group is allowed "Log on with Terminal Services" permission on the box in question. I tried what you suggested but it didn't work in my instance, but what I found was a problem of my own making.

Make users at least power users on their own box (even as a test if it's against your better judgement, then we'll deal with that if it works later). I had the same issue but found if you add the users directly into the permissions under Terminal Server Configuration it works. I verified through TS Configuration.
